          KERN COUNTY HOUSING PROGRAMS The Community Development Division / Housing Program administers the HOME program. For this source of funds, the list of potentially eligible activities related to housing development and rehabilitation is long and includes: Rehabilitation of owner and rental units Acquisition of real property for housing Construction of new units for sale or rent Acquisition of land for new construction Reconstruction of residential units Development costs/fees Transitional housing, single room occupancy housing and group homes Demolition of substandard structures where new units will be built Eligible properties include those that are or will be owner-occupied, rental units, transition housing for people who are homeless, and units that meet needs of those who are classified as special users, people with a developmental disability, mental illness or other condition which restricts their ability to function independently.                 Who: Community Action Partnership of Kern’s Energy Program, which provides such services as Utility Bill Assistance, Home Weatherization, and Water Tank Installation for homes whose wells have run dry due to the drought, What: Is raising awareness about its many energy- and money-saving services for a whole month. When: Throughout October, which by Presidential Proclamation is observed as “National Energy Action Month,” and is also observed as “Weatherization Month” by Community Action Partnership agencies around the country. A special proclamation declaring October as “Energy Action & Home Weatherization Month in Kern County” will be delivered tomorrow (10/4/16) by the Kern County Board of Supervisors at its 9 a.m. meeting at 1115 Truxtun Ave., in Bakersfield. Where: CAPK Energy Program services are provided year-round throughout Kern County: from Taft to Ridgecrest, from Delano to Arvin, and everywhere in between. Why: Weatherization: Because making homes more energy-efficient helps to reduce energy bills/energy consumption while reducing greenhouse gas emissions, thereby making Kern County a cleaner, healthier, better place to live. Utility Bill Assistance: Because the need for assistance through CAPK’s Home Energy Assistance Program (HEAP) is great. In 2015, close to 72,000 calls for utility assistance were received between CAPK’s Energy Program and 2-1-1 Kern Information & Referral Line combined. Temporary Water Assistance: California’s prolonged drought continues to affect Kern County families who rely on well water for their daily water needs. In partnership with Self-Help Enterprises and Kern County Public Health Services - Environmental Health Division, CAPK Energy has, to date, installed 24 water tanks (see attached informational flyer) throughout Kern County for families whose wells have run dry. How: Please help us spread the word to your clients, friends, networks and the general public about the many useful services provided by CAPK’s Energy Program, and to dispel the myth that having a utility shutoff notice or discontinued services are qualifying prerequisites for applicants. Not true. The program is income-based, and households may qualify for assistance even if they are current on their utility bill payments.
